WeChall - OTW - Scoreboard Error

I followed the instructions at:
https://overthewire.org/information/wechall.html
and
https://www.wechall.net/warboxes
I successfully altered my .bashrc and .ssh/config files and verified the environmental variables were present after SSH-ing into OTW.
Running "wechall", the verbose wechall command with arguments, or non-ident all fail with the following:
"ConnectionRefusedError: [Errno 111] Connection refused"
Any help would be appreciated!
